The Inner Layer is not absorbent. The inner and outer layers are PP Spunbond Non Woven and the middle layer is a non woven called Meltblown. There is no cotton in a surgical mask.
In order for a surgical mask to be classified as fluid repellent it should have a Fluid Repellency of greater than 120 mmHG to meet European Class EN 14683.
99% of Surgical Masks in India are fakes such as 2-ply or 3-ply without the proper Bacteria Filter. Even though the surgical masks are a Medical Device they are not regulated by any standards in India and it seems BIS are not bothered either.
